CPAOC is composed of non-governmental organizations, incarcerated people and ex-incarcerated people across Canada that work with people in prison on HCV/HIV/AIDS and/or human rights, health promotion and harm reduction issues.
The mandate of CPAOC is to advocate for human rights, harm reduction (such as Prison-based Needle and Syringe Programs) in regards to HCV/HIV/AIDS and other systemic issues in all federal prisons and provincial institutions in Canada.

Hep C Education and Outreach, Needle Exchange Programs and Harm Reduction Services
This needle exchange program uses a harm reduction approach to decrease the negative health impacts associated with drug use. The provision of sterile equipment, Hep C prevention education, and referral services are intended to curb the prevalence of disease for people who use their services. SWAP has 4 satellite sites throughout St. John’s and provides an outreach/delivery service two nights a week.
